BBA Issues RFP for Downtown Improvement District Plan

Burlington, VT– The Burlington Business Association (BBA) is currently accepting proposals for the development of a business plan for a full service Downtown Improvement District (DID) in Burlington’s Downtown. The BBA is seeking proposals from highly qualified multi-disciplinary consulting teams until 2:00 PM on July 28, 2017, at which point the proposals will be reviewed.

The existing DID in Burlington, which is solely funded by a tax on commercial properties in the district, provides for two hours of free parking in city garages. The proposed project will explore charging the DID will providing services which support a safer, cleaner, and more vibrant downtown. DID’s are successful across the country in that they allow downtown properties to invest in downtown.

Throughout this project, the BBA will be working alongside the following departments of the City of Burlington:

  • Community and Economic Development Office (CEDO) – provides economic develop services to the City
  • Church Street Marketplace (CSMP) – manages the Church Street Marketplace District (a DID)
  • Department of Public Works (DPW) – operates and manages parking services in the DID

Proposals will be accepted until 2:00 on Friday, July 28th. After a review period, the chosen consultant should be under contract in August with a project kickoff coming soon after.
